Abstract

It cannot be denied that relocating Civil Servants is the right of Civil Servants which has been regulated by the Civil Service Act. However, the employee's transfer must also follow the mechanisms and procedures that have also been established. For this reason, the role of the Rokan Hilir Regency Personnel and Human Resources Development Agency is very much needed to regulate the issue of moving civil servants who move to Rokan Hilir Regency so that employees who move to Rokan Hilir Regency are really needed and in accordance with their placement so that they do not add to the burden. new for the Regency with the increasing number of employees but the work is not carried out. The purpose of this study is to find out the evaluation of the implementation of employee job transfers at the Rokan Hilir Regency Personnel and Human Resource Development Agency and the obstacles. The method used is descriptive and qualitative; key informants namely the Head of BKPSDM Rokan Hilir Regency, Head of Mutations and Ranks of BKPSDM Rokan Hilir Regency and Head of Subbid Mutations of BKPSDM Rokan Hilir Regency and Structural Officers who process mutations. Data collection techniques through observation, interviews and documentation. The results of this study are that the implementation of the mutation of structural officials by the Personnel and Human Resources Development Agency of Rokan Hilir Regency has been carried out quite well. The implementation of the transfer policy as explained earlier should be carried out in a coordinated manner and follow the staffing regulations that have been established both in the policies and in the procedures that must be carried out which include provisions for formulation, implementation and evaluation, supervision of employees who will be transferred, or those that have been transferred.
