Abstract
The policy of vehicle tax administration punishment abolishing has been implemented several times in Riau Province. The purpose and objective of this policy was to increase taxpayer compliance in paying vehicle tax which outcome increasing local own-source revenue from vehicle tax. Empirical phenomena show that there were still various problems in its implementation that hinder the demand for the goals of the policy. This study aims to analyze the effectiveness of the policy of abolishing vehicle tax administration punishment in increasing local own-source revenue and analyzing the factors that influence it. The research conducted was a descriptive study with a qualitative approach. Data collection techniques using interviews, observation, and documentation. Methods of data analysis using interactive models (collection, reduction, presentation, and verification). The results obtained from this study on the target achievement indicator have been effective, but on the integration and adaptation indicators there are still subindicators that are not effective yet. Analysis of the factors influencing the effectiveness of the policy of vehicle tax administration punishment abolishing at Pasir Pengaraian Technical Unit includes organizational characteristics, environmental characteristics, job characteristics, and management practices and policy as a whole support the effectiveness of vehicle tax administration punishment abolishing policy in increasing regional revenues.
