Abstract

The main objective of this research is to identify and analyze the role of the Regional Development Planning Agency in the preparation of regional government work plans in Bengkalis Regency. This type of research is descriptive qualitative. The number of research informants is 11 people with the Head of Bappeda as the key informant. Data collection techniques by interviews and data analysis in this study used on-site data analysis techniques developed by Miles Huberman. The results of the research show that the role of the Regional Development Planning Agency in preparing the work plan of the regional government in Bengkalis Regency can be concluded that it has quite a role and needs to be further improved based on the indicators of stabilizers, innovators, modernizers, pioneers and executors. Regional Development Planning must be supported by the implementation of regional government that is equitable and sustainable with well-planned and dynamic development directions. Of course, the main tasks and functions of the Bappeda institution must be consistent with the commitment to what is mandated by the applicable laws and regulations, and are heavily influenced by the participation of the community and elements within society who are directly or indirectly involved in administering government.
