Abstract

Guided by Law Number 6 of 2014 concerning Villages, Siak Regency has designated as many as 8 (eight) Villages out of 122 existing Villages to become Traditional Villages through the Siak Regency Regional Regulation Number 2 of 2015 concerning Designation of Traditional Villages in Siak Regency. There is an interesting phenomenon that has occurred as a result of the determination of this Village to become a Traditional Village, among others, there is no clarity regarding the model for administering Traditional Village Government, starting from the technical filling of the Position of Penghulu Traditional Village, the composition of the SOTK for Traditional Villages, Planning for Development of Traditional Villages and the Role of Figures in Development in Traditional Villages. In addition, some Kampung communities in areas designated as Traditional Villages still question ideas, urgency and interests, institutions and individuals involved in establishing Traditional Villages. From this phenomenon, there are dynamics towards the policy of establishing traditional villages in Kampung Tengah, Mempura District, Siak Regency. This type of research was a descriptive survey using a qualitative approach with research locations in Kampung Tengah Kampung Tengah, Mempura District with key information provided by the Penghulu Penghulu of Kampung Tengah Kampung Tengah and supplemented by information from competent parties. The results of the research refer to the theory put forward by Geoffrey Dudley and Jeremy Richada, who put forward four factors (4I), namely: a. Ideas, b. Interests, c. Institutions, and d. Individuals towards the policy dynamics of establishing Traditional Villages in Kampung Tengah, with the results of the research that the authors get with the following conclusions: a. Ideas (ideas/ideas) to stipulate a Village to become a Traditional Village was an initiative of the Regional Government of Siak Regency in following up on Law Number 6 of 2014 concerning Villages, b. Interests in the Designation of this Traditional Village so that the customary law community unit along with the traditional rights of the Traditional Village which are actually still alive, both territorial, genealogical and functional in nature are still maintained and preserved, c. The institutions or organizations involved in the determination of the Traditional Village in Siak Regency include: PMD-Dukcapil Office of Riau Province, Regional Government of Siak Regency, DPRD Siak Regency, Bapekam Kampung Tengah and institutions in Kampung Tengah Village, Mempura District, d. Individuals involved in the determination of this Traditional Village include: Riau Province PMD-DUKCAPIL Officials, Officials in the Siak Regency Government Environment, Members of the Siak Regency DPRD, Penghulu and Devices in the Middle Village Government, Chairperson and Members of Bapekam Kampung Tengah Village and community leaders Middle Village.
