Abstract

The role of the Dumai City Women's Empowerment and Child Protection Service has not been optimal in handling cases of violence against women and children in Dumai City, this can be proven by the increase in cases of violence against women in Dumai City. In order to protect the rights of women in the City of Dumai, a Regional Regulation of the City of Dumai Number 04 of 2016 concerning the Protection of Women and Children Victims of Violence has been issued, however, the regional government of Dumai City, in this case, was given authority to the Office of Women's Empowerment and Child Protection in the City of Dumai, but it has not optimally implemented this regulation. . The aim of the study is to identify and analyze the role of the Women's Empowerment and Child Protection Services in Handling Violence Against Women in the City of Dumai. This study uses a qualitative approach. There were 9 informants in this study with the Head of the Dumai City DPPA as the key informant. Data collection techniques by interviews and data analysis using Miles and Huberman techniques. Based on the research results, it is known that the role of the Women's Empowerment and Child Protection Service in Handling Violence Against Women in the City of Dumai is quite good, but still needs to be improved. This can be seen from the role of DPPA in providing assistance to victims of violence, namely by taking a persuasive approach to victims so that victims feel safe and the Dumai City Women's Empowerment and Child Protection Service provides counseling guidance to improve the mentality of victims. It is hoped that victims of domestic violence will be more open with the domestic violence problems they experience and not think that these problems are domestic or disgraceful. By opening up victims, they can get the support they need and can minimize the acts of violence they experience because they can be directly handled by the authorities when lifethreatening acts of domestic violence occur.
