Abstract

This study aims to find out and analyze the implementation of the appointment of Civil Servants in the functional position of Personnel Analyst through the inpassing route at the Pekanbaru City Personnel and Human Resource Development Agency. Socialization is still needed in determining functional levels for appointments in office referring to the number of credit points owned and determined by the authorized official. The research method used is a qualitative approach. Data collection techniques in the form of interviews, observation, and documentation. while the research informants who were included by researchers were 8 (eight) people. The results of this study show that the implementation of the policy for equalizing functional positions has been running even though it has not shown significant progress in terms of organizational structure, but the equalization of positions has had a positive impact. factors inhibiting the promotion of the functional analysis of staffing within the Pekanbaru City Government, where there is a discrepancy between the placement of staffing analysts with the competency of the position and the needs of the work unit. The next factor is the lack of tiered communication and information that is not conveyed regarding the substance of equalization to the affected structural officials. The need for planning employee needs as outlined in the Job Map for functional position requirements, both equal and pure functional.
