Abstract

This research aims to determine the role and obstacles of the village government in preserving Petalangan customs in Betung Village, Pangkalan Kuras District, Pelalawan Regency. The theoretical concepts used to answer the problem are the government as a regulator, the government as a dynamist, and the government as a facilitator. This research uses a qualitative descriptive method in collecting data by selecting several people as informants to obtain information about the problems studied. Data collection was carried out through interviews, observation and documentation. The results of research regarding the role of the village government in preserving customs in Betung Village can be concluded that: the role of the village government in preserving customs as seen from 3 (three) indicators, namely the government as a regulator, the government as a dynamist, and the government as a facilitator has not run optimally as expected. The authority possessed by the village government, namely that the village has the authority to develop and preserve the customs that exist in its village. Thus, it is clear that the Betung Village government has played little role in preserving existing customs. The main obstacle that is the main factor in the village government's lack of role is the lack of a legal basis on which the village government can stand to preserve customs. Apart from that, the village's financial resources are limited, so the village government's work program focuses more on things that are considered to fulfill political promises.
