Abstract

This research aims to determine the role of the headman in the management of prosperous village owned enterprises (BUMKAM) in Kampung Benteng Hulu, Mempura District, Siak Regency, and wants to know what factors influence the role of the headman in the management of prosperous village owned enterprises (BUMKAM) in the village of Benteng Hulu. Mempura District, Siak Regency. The type used in this research is a qualitative approach with data collection using techniques such as interviews, observation and documentation. After that, it produces descriptive data in the form of written words, verbal utterances produced by informants as well as behavior that can be observed by the writer and then draw conclusions. This research uses Mintzberg's role theory, such as interpersonal roles, roles related to information and decision makers. The results of this research will provide an overview of the role of the Penghulu in the management of prosperous village owned enterprises (BUMKAM) in Benteng Hulu Village, Mempura District, Siak Regency.The key informant in this research is the Penghulu of Benteng Hulu Village and the informants chosen by the author are the BUMKAM supervisor, BUMKAM director, BUMKAM secretary, BUMKAM treasurer, head of the BUMKAM livestock unit, head of the BUMKAM trade unit, and users of savings and loan services. The results of the research carried out by the author show that as the front guard, the role of the Penghulu in managing Village Owned Enterprises (BUMKAM) has not played a role because it can be seen from the indicators that he has implemented only partially, in fact the duties and obligations have been explained in the Village regulations but the inhibiting factor is the lack of development of the headman as commissioner for all operational implementers of this village owned business entity, and the role of the headman in making decisions on the distribution of funding sources is still lacking, resulting in the budget being managed by BUMKAM still being insufficient. In the organizational structure of village owned enterprises, the headman is the leader in this organization, of course the community wants all businesses managed by village-owned enterprises to run well.
