Abstract

One of the employment problems of the Security Unit outsourcing in the city of Pekanbaru is the issue of wages. Determination of statutory wages by the government of each province, district and city that has a minimum standard that will change every year. Outsourcing as a service company protected by law is a service provider company that provides work based on a work contract that the Outorcing Company has received from service users as business partners. One of its services is the Security Unit. However, in the new city, many Security Units receive wages that are not in accordance with the minimum wage standards set by the province (Riau UMP) or the minimum wage set by the city in the form of (Pekanbaru City UMK). So in this case the author conducted research by raising the first problem formulation Implementation of Payment of Wages for Members of Security Units (Satpam) as Outsourcing Workers (Study in Pekanbaru City) and Obstacles in Implementation of Payment of Wages for Members of Security Units (Satpam) As Outsourcing Workers (Studies in Cities) Pekanbaru). In this study the authors use empirical legal research methods with the research location in the city of Pekenbaru. From the results of the discussion and research, it can be understood that the Outsourcing Service company provides wages to the Security Unit as a worker in accordance with the contract value that has been agreed upon by the User Company and the Outsourcing Service Company and then Wages to members of the Security Unit are included in the work contract that has been approved by the members of the Security Unit. Constraints encountered in implementing Wages include First, Workers are bound by a work agreement that they have made in the form of a Specific Time Work Agreement (PKWT), Second. The Incompatibility of Contract Values Between Service Users and Service Providers (Outsourcing) and Third, Competition Between Outsorcing Security Service Companies in Pekanbaru City
