Abstract

This study aims to find out how the implementation of e-Government in the application of the Responsive and Integrated Apparatus Management System (SMART) at the Regional Personnel Agency of Riau Province. This research is a descriptive qualitative research, this research uses a descriptive qualitative approach and its data collection techniques through observation, interviews, and documentation. The results of the study show that the implementation of EGovernment through the Responsive and Integrated Apparatus Management System (SMART) at the Riau Provincial Regional Personnel Agency as a whole has not run optimally. There are still delays in importing employee data in the SMART system and lack of communication between fields in the implementation of SMART system in BKD Riau Province. In addition, not all BKD apparatus of Riau Province, both staff and structural officials, are able to master this SMART system so that the impact of not having the maximum use of this system in structuring staffing archives at the Riau Provincial BKD. The factors that hinder the implementation of E-Government through the Responsive and Integrated Apparatus Management System (SMART) at the Riau Provincial Regional Personnel Agency include: 1. Availability of Facilities and Infrastructure to Support the Application System of Responsive and Integrated Apparatus Management System, 2. Implementation of Socialization of Responsive and Integrated Apparatus Management System to unsustainable ASN, 3. Availability of the legal basis for the implementation of the Responsive and Integrated Apparatus Management System, 4. Strengthening the ability of apparatus resources through education and training, 5. Low commitment of the leadership in organizing a Responsive and Integrated Apparatus Management System. Based on the analysis of the research results, it can be informed that so far the implementation of the SMART system application implemented by the Riau Province BKD has not been running effectively.
