Abstract
Indonesia is a develop countries, which is developing various aspects to improve the quality and quantity of the country to realize the goals of the Indonesian state. However, until now this goal has not been fully achieved, one of which is reducing to eliminating slums throughout Indonesia. Therefore, through the Ministry of Public Works and Public Housing (Ministry of Public Works and Public Housing) through the general management of Cipta Karya, an institution or ministry is appointed to deal with slum problems. This research aimed to investigate the evaluation of KOTAKU Program in improving society welfare in Rumbai district, Pekanbaru city. The implementation of this program is based on the Regulation of the Minister of Public Works and Public Housing Number 14 of 2018 concerning Prevention and Improving the Quality of Slums with a program called KOTAKU. The informants of this study were the chairman of Public Works and Public Housing of Riau Province, member of Sri Meranti urban village, and public figure in Sri Meranti village. This study used a descriptive quantitative research method and used of emergent sampling design to select informants. Selection of informants based on criteria set by researchers. The informants answered the question from the researcher. To get the data, the researcher used observation, interview and documentation. The obstacles of this study are limited funds and untimely disbursement of operational funds, and less cooperative of society. The results of the study showed that the KOTAKU program succeeded in increasing people's welfare and reducing slums in Rumbai District, Pekanbaru City.
