Abstract

CRIMINOLOGY REVIEW ON THE EFFECTIVENESS OF REHABILITATION OF NARCOTICS USERS ( CASE STUDY BNN KUANTAN SINGINGI REGENCY ) ABSTRACT By : Reonaldi Tampubolon The problem of drug abuse from the past until now remains a very troubling social problem, both for the community and for the government. In the midst of the complexity of the narcotics problem, the Indonesian government must be faced with the fact that medical rehabilitation and social rehabilitation carried out by the BNN, especially the BNN in Kuantan Singingi Regency, cannot guarantee the recovery of users who are addicted to narcotics. The purpose of this paper is to find out in detail the general description of the effectiveness of rehabilitation for narcotics users, as well as to find out what inhibiting factors are faced by the BNN Kuantan Singingi Regency when providing rehabilitation services for narcotics users. Therefore, to obtain answers to the research that the authors did, the authors used qualitative research methods with descriptive research types, it is hoped that using these research methods can explain in detail the existing reality about the effectiveness of rehabilitation for narcotics users. After doing research, it was found that the answer was that the rehabilitation carried out by the BNN in Kuantan Singingi Regency was not effective enough in stopping users from becoming addicted to narcotics. The inhibiting factors that made the rehabilitation not effective enough were the lack of intention of narcotics users to recover, inadequate facilities and facilities, community stigma and the neglect of narcotics users after completing the rehabilitation process at BNN Kuantan Singingi Regency.
