Abstract

Rokan Hulu Regency is one of the areas that is of serious concern to the Provincial National Narcotics Agency (BNNK) and the Rohul Police Narcotics Unit. Based on data obtained directly from the Rokan Hullu Police, in 2020 narcotics support reached 127 cases, including 10 cases of marijuana, 1 case of ecstasy and 116 cases of methamphetamine. Until now, the spread of narcotics in Rokan Hulu has almost been unstoppable, because it can be said that it is preventing the entire community from easily getting these narcotics from irresponsible individuals. Based on the description above, a main problem emerges that needs to be researched, namely what factors cause people to commit narcotics crimes, what is the modus operandi and what kind of efforts are made by the Rokan Hulu Regency Police in tackling these narcotics crimes. In this research, researchers used a type of sociological legal research located in Rokan Hulu Regency. And the data sources used are primary data in the form of direct interviews with several related parties, and secondary data originating from books, journals and related articles. The nature of this research is descriptive research. Based on the results of the research, it can be concluded that narcotics crimes in the legal area of the Rokan Hulu Regency Police are basically caused by various factors including personality factors and curiosity, social factors in the community and the surrounding environment, economic factors, brave capital factors, social interaction factors, family factors and the presence of goods factors. The inhibiting factors for the police in dealing with the circulation of narcotics in the Rokan Hulu Regency Police area include a lack of budget, related to professionalism, expertise, facilities and infrastructure owned by the Rokan Hulu Regency Police, weak law enforcement, the existence of a new modus operandi, a hidden network of narcotics dealers. and low community participation. Preventive efforts carried out by the Rokan Hulu Regency Police include conducting outreach to community institutions, pupils and students, carrying out patrols in areas prone to narcotics abuse, carrying out raids on places suspected of being places for narcotics transactions and carrying out supervision and guarding of border areas to anticipate and overcome the occurrence of distribution
