Abstract

Development that aims to improve welfare is an organized and coordinated effort to create more choices for community members in order to meet their unlimited needs. Singingi. To find out the inhibiting factors in monitoring palm oil mills by the Environment Agency in Kuantan Mudik District, Kuantan Singingi Regency. The type of research used in this research is descriptive, which describes the actual situation. Respondents in this study are people who are directly involved with supervision. The main respondent is the Head of the Environmental Service, Head of Seberang Cengar Village, Public Relations of PT. Kamparindo Agroindustry and the community of Ms. Miza Arnila. The role of the Environmental Service in monitoring factory waste has not run optimally, because there is still water contamination by wastewater. In addition, there was a lack of response from the Environmental Service, so that waste water pollution was slow to deal with. The role of the Environmental Service is inseparable from various obstacles that affect the role of the Environmental Service. These obstacles include: Lack of knowledge about regulations governing pollution caused by waste. There is a lack of places to provide waste storage ponds so that there is still water pollution caused by waste water being dumped carelessly into rivers close to community settlements and residents' plantation canals. The lack of follow-up from the Environmental Service and companies regarding complaints of waste pollution.
