Abstract

The role of Village-Owned Enterprises aims to improve the economy of rural communities, but the development of Village-Owned Enterprises remains not an obstacle because the assistance provided is not on target. The role of BUMDes is inseparable from Pathfinding, Aligning and Empowering. The purpose of this study was to determine the constraints of BUMDes in improving the economy of the people of Batas Village, Tambusai District, Rokan Hulu Regency. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. Discussion of the Role of Village-Owned Enterprises has not had a positive impact on the Village community where the assistance provided is not in accordance with the eligibility of the recipient of the assistance so that the Role of Village-Owned Enterprises does not develop. The conclusion is that the role of Village-Owned Enterprises has not had an impact on improving the economy of the Village community, this is due to a lack of assistance funds for borrowers, borrowers do not pay loan repayments, lack of supervision and eligibility of recipients of assistance and there has been no outreach to the community regarding the assistance of Village- Owned Enterprises. The researcher's suggestion is that BUMDes increase the amount of assistance to borrowers, establish eligibility rules for beneficiaries. provide firmness for those who do not pay installments, and socialize the existence of assistance.
