Abstract

General Elections (Pemilu) are often referred to as democratic parties held in a country. Elections are very important in determining the people's representatives who will occupy government positions for five years. General elections are held by a national, permanent and independent General Election Commission. This research aims to find out and explain the duties of the Indragiri Hulu Regency KPU in increasing community political participation in the 2019 Election, and what inhibiting factors exist in the 2019 election. This type of research uses qualitative research methods with the data collection techniques used are observation, interviews and documentation. This research uses Function theory according to John Pfiffner which explains tasks, specializing and serving. Based on research conducted, it is still found that there is a low level of community political participation in elections in Indragiri Hulu Regency due to the fact that people do not apply democratic values in their lives and there are still many people who do not care about taking part in elections, while the KPU itself has used many ways to attract people's attention to take part in the election, such as carrying out voter education, namely the use of social networks and smart homes for elections, direct socialization, namely coming directly to the community, socializing to schools, female character, and religious leaders. Indirect socialization, namely using social media pages such as TikTok, Instagram, Facebook, newspaper banners and radio broadcasts. Input from the researcher's suggestions for the Indragiri Hulu Regency KPU to increase outreach and look for the latest methods in approaching the people of Indragiri Hulu Regency.
