Abstract
Since the events of September 11, 2001, the debate on terrorism as a global issue has been remaining in dispute among the political elites, scholars, civil society, NGOs, and governments. Some scholars view that the definition of "terrorism" is still vague and can only be understood from the perspective and interests of individuals or certain groups. This study aims at examining the conceptual interpretation of framing metaphor and the reality of terrorism in the depiction of the meaning behind the debate over terrorism issues. There are several metaphorical expressions which are often framed and linked to the terrorism issue such as "axis of evil", "religious fanatic", and "war on terror". The matter is due to the negative labeling of the United States’ foreign policy atier 9 / 11 attacks in New York and Washington DC directed toward the certain group which is considered threatening to the world peace. Although the metaphorical expressions of "freedom fighter" arise in conflict with the term "terrorist", nevertheless, they could not be separated from every discussion on terrorism issues.
