Abstract

Agrarian reform is a government policy to restructure land tenure and ownership. In the era of President Joko Widodo's administration, this activity is targeted to restructure the ownership and control of 9 million hectares of land, 4.1 million hectares of which are ex-forest areas. It is not easy to realize these agrarian reforms, especially those involving the process of releasing forest areas. However, this activity is a must as part of efforts to prosper the people. The main finding is that the problems that arise from agrarian reform (territorial uncertainty or land ownership) are related to the regulation of forest area release as found in the Decree of the Minister of Environment and Forestry Number SK. 180/Menlhk/Setjen/kum.1/4/2017 which contains a number of procedures and requirements for releasing forest areas. Meanwhile, if there is a dispute over ownership in the area, it must be referred to Presidential Regulation Number 88 of 2017 concerning Settlement of Land Tenure in Forest Areas.
