Abstract

Issues related to village development emerged from the hamlet and were brought into the Village Development Planning Meeting so that they could be accommodated in the implementation of development. The issues in the village development plan that will later be processed in the Village Musrenbang should come purely from the aspirations of the village community itself. The management of village assets is carried out based on functional principles, legal certainty, accountability, transparency and participation. Management of village assets must be efficient and increase creativity to increase village income. The village government of Seberang Pantai has a building in the form of a village head office, but in the management of the building there is no function of providing services to the community directly so that the phenomenon that occurs all service activities are transferred to the village head's house. The impact of the shift in function of the village building is the ineffectiveness of the village apparatus in providing services to the community. This problem has occurred since the previous village head's period in 2009-2015 where the same thing happened to the next village head in 2015-2021, namely transfer of function of village assets and less effectiveness of village officials in providing services to the community. The purpose of this study was to determine the dynamics of village asset management in Seberang Pantai Village and to determine the obstacles in managing assets in Seberang Pantai Village. The research method in this research is a qualitative approach, which produces descriptive data in the form of written words, spoken words of people and behaviors that can be observed by the author. The indicators that measure in this research are Ideas, Interests, Institutions and Personal. The results of this study indicate that the management of village assets, in this case the office building of the Village Head Seberang Pantai, Kuantan Mudik District, Kuantan Singingi Regency, is still not good. Because these assets are being converted, which results in a lack of effectiveness in providing services to the community, so there are still people who do not know their direction when they want to carry out management related matters in the village. As for things that need to be improved, it is hoped that the Sebarang Pantai Village Government can re-function the village head's office as a place to provide services to the community so that the community can be served as best as possible.
