Abstract

This study aims to determine the implementation and the inhibiting factors for the duties of the head of administration and general administration in carrying out government affairs in Talang Bersemi village, Batang Cenaku sub-district, Indragiri Hulu district. This research is a survey-descriptive. By using qualitative analysis through systematic description and gathering of existing facts, the survey is limited to research in which data is collected from a representative sample of the entire population. The technique for appointing informants is to use a purposive sampling technique with the consideration that the appointed informants know and understand the problems and objectives of this study. Respondents in this study were mostly male, namely 8 people (88.9%) and 1 woman (11.1%), respondents with the highest age level were at the age of 31> which was included in the category working productive age, the majority of respondents are with high school education level as many as 7 people (77.8%) then for D4-S1 education level as many as 2 people (22.2%). The conclusion of this study several indicators that have not been implemented properly, such as the lack of maximum head of administrative and general affairs utilizing existing human resources and there is still a buildup of incoming and outgoing mail documents. The inhibiting factors are the lack of human resources (HR) at the village office, lack of room at the village office, limited funds in the management of village administration.
