Abstract
This research is entitled "ELECTION OF WOMEN'S LEGISLATIVE CANDIDATES IN SIMULTANEOUS ELECTIONS IN RIAU PROVINCE IN 2019". The representation of women in the political field can prove that women in parliament as members of the legislature can participate and carry out all decisions that have been made by the government. So that as legislators place women in an equal position with men. The main problem is how are the electability of female legislative candidates in the simultaneous general elections in Riau province in 2019 and are there any obstacles for female legislative candidates in the 2019 simultaneous general elections. The research method used in writing this thesis was carried out by observational research using the method survey or go directly to the location by using a data collection tool in the form of interviews with several respondents. Besides that, it also uses primary data and secondary data in the form of laws and books related to the research that the author has made. After that the data were analyzed using the observation method and drawing conclusions by inductive way. Based on the results of the research above, it can be concluded that (1) Although improvements have been made to the general election law, including Law Number 7 of 2017 concerning General Elections, the electability of women as members of the legislature in the DPRD of Riau Province still has not reached the target of 30%. (thirty percent). This is as seen in the results of the 2014 general election and the 2019 general election, the number of women elected to become legislative members of the DPRD Riau Province has never reached the quota of 30% (thirty percent); (2) Obstacles for female legislative candidates in the simultaneous general elections in Riau Province in 2019, namely: a. The strong patriarchal paradigm in the majority of Indonesian society. The patriarchal mindset tends to place male domination. Women are still seen as weak, less intelligent, and ultimately lose the fight in the political field; b. Weak access for women due to limited education, finances, and also family support is one of the obstacles to moving forward in a political career (multiple roles); c. Low quality of female cadres; d. Political parties that do not really have a full commitment to women's empowerment. For example, in the case of submission of women's legislative candidates by political parties which are often only done for the sake of fulfilling the requirements/formality. At the level of recruitment of officials, members and cadres, women are still the second choice for political parties.
