Abstract
This study describes the fear of crime which is a fear of crime or an emotional reaction to a real threat and a feeling of being threatened that arises from the environment and events experienced either as a victim or a witness. This study uses a qualitative method with Routine Activity theory in routine activity theory which in this theory consists of motivated actors, attractive targets, and the absence of guards who are capable and able to protect people or goods that are targets of crime. The results of this study indicate that the early appearance of the covid-19 phenomenon of ornamental plants became a boom and made the prices of ornamental plants soar, thus creating an attraction for criminals. the fear experienced by sellers of ornamental plants because of small and simple capital they can get large profits, crimes occur because of the relationship between the affected actors and the weak control of the victims over the goods they own.
