Abstract

Drug crime, which is growing rapidly, is transnational crime and organized crime, which has made Indonesia a drug emergency. The National Narcotics Agency (BNN) as the leading sector in preventing and eradicating drug abuse and illicit trafficking plays an important role in realizing Indonesian society free from drug abuse and illicit trafficking. In this study the aim was to find out the victims of drug abuse in the BNNK Pekanbaru City. The researcher uses a qualitative research method using the Criminal Function Theory by Stephen Scaffer as a theoretical basis as seen from the victim's side. Data collection techniques used by researchers are observation techniques, interviews and documentation. Based on the research results obtained in the field, victims of drug abuse carried out an assessment technique at the Pekanbaru City National Narcotics Agency and after the assessment stages were carried out, they obtained the results of the victim and what factors made a person a victim.
