Abstract

Almost all countries in the world face serious problems related to Corona Virus Disease 2019 (COVID-19). Countries affected by COVID-19 have implemented various policies to deal with COVID-19 and its impacts. Indonesia is the country with the largest population (268.7 million) in Southeast Asia experiencing the COVID-19 problem. The Indonesian government in responding to COVID 19 has issued a strategic policy to overcome the spread of COVID-19, namely Large-Scale Social Restrictions (PSBB). PSBB is carried out in the form of changes to outdoor activities carried out by everyone who is domiciled and / or engaged in activities. However, the fact that the policy has not been effective. Many elements or elements do not comply with the PSBB policies that have been implemented by the respective regional governments in Indonesia, which will create new problems in the dynamics of the government being carried out. This study uses qualitative methods with the main objective of descriptive and revealing. The results of the fact research show that several indicators influence policy implementation which are: realization of the problem; Policy; implementation of policies; relations between organizations; and the policy environment.
