Abstract

The purpose of this study was to determine the role and barriers of the Cooperative, Micro, Small and Medium Enterprises in developing and developing small businesses in Siak District, Siak Regency. Indicators used include Improving HR Capabilities,Providing Capital Facilities / production facilities and Providing marketing facilities. The researt method used is qualitative, namely research that intends to understand the phenomenon of what is experienced by the subject of research such as beharvior ,perception ,motivation,action, etc.holistically ,and by way of description in the form of words and language, in specific context natural and by utilizing vrious natural methods. Key informants in this study were the Heads of Micro, Small and Medium Enterprises and informants, namely the Head of the Micro, Small and Medium Enterprises Section, as well as the people of Siak Regency, especially the people of Siak District, who became small business actors.The types and sources of data used are primary data using interview list techniques and secondary data using observation techniques. Based on this analysis technique the researcher concluded that the role of the Cooperative, Micro, Small and Medium Enterprises Office in developing and developing small businesses in the Siak sub-district was as the organizer of programs and activities related to Micro,Small and Medium Enterprises in Siak Regency. Suggestions that need to be considered are mainly related to the addition of the Trustees apparatus in accordance with the competencies, especially the extension staff and assistants as the spearhead of the training carried out in the field and make a planning plan in the form of the SME development master plan.
