Abstract

A certificate of incapacity is a letter issued by the Village/Kelurahan for Poor Families. This certificate of incapacity or (SKTM) is useful for people who cannot afford to get free care and treatment at hospitals around your area, which do serve SKTM/. Therefore, the certificate of incapacity must really be someone who is unable to obtain the letter, so that it can be used properly. The problems in this study are as follows, namely how is the implementation of providing a certificate of incapacity for people who apply for scholarships at the high school level in Siak Regency and what are the obstacles and obstacles in the implementation of providing a certificate of incapacity for people who apply for scholarships at the school level upper middle class in Siak Regency. While this research method is included in two types of research, namely empirical law (observational research) or sociological legal research, namely by means of a survey, in which the author goes directly to the research location to obtain the data needed by using data collection tools in the form of interviews, the nature of this research is descriptive. which means this research provides a clear and detailed picture of the main problems that exist. As for the results of the discussion that the implementation of giving certificates of underprivileged for people who apply for scholarships at the high school level, precisely at Sma Negeri 1 Siak, the implementation has fulfilled the procedures but there are still students who are really less capable or poor who cannot receive scholarship assistance in Sma Negeri 1 Siak, so that there is social jealousy that occurs for students who do not get scholarship assistance. In making this certificate of incapacity (SKTM) strict supervision is needed by the Siak government to supervise so that the recipient of aid is indeed the person who is entitled to receive it. even though there is a certificate of not being able to SKTM to find people who really need government assistance.
