Abstract

This research was conducted at the location of this research in Pekanbaru City which is located at Jalan Teuku Zainal Abidin No. 43, Sekip Village, Fifty District. In Law Number 20 of 2003 concerning the National Education System, it has been stated in Article 62 concerning the establishment of an Education unit, paragraph (1) and paragraph (2). Meanwhile, Article 50 of Law Number 20 of 2003 Paragraph (3) mentions the management of education. However, in practice until now there are still many English language courses that stand without having an official permit. The number of course places that do not have an official permit is due to several obstacles so that the founders of the English language course are reluctant to make a permit in accordance with the procedures determined by Law Number 20 of 2003 concerning the National Education System. The main problem of this research is how to grant permission to administer English courses based on law number 20 of 2003 and what are the obstacles faced by the people of the city of Pekanbaru in obtaining permission to organize courses. This research was conducted by using empirical legal research method while the conclusion in this study was done deductively, namely general conclusions to reach specific decisions. From the results of the study, it can be seen that the licensing process is constrained due to the difficulty of administering public service malls and takes a long time so that sometimes the founders of the course are reluctant to carry out the licensing process. Some of the results that the author obtained from this author's research are that to establish a legal place for the course, it must meet the requirements first. The conditions that must be met are: a. The application letter is addressed to the district or city education office through the head of the kf section and out-of-school education psm (pls). b. Create a complete profile of the course institution. c. Photocopy of the deed of establishment issued by a notary. c. Proof of ownership of the course, whether it is your own property or can be controlled under rental rights. d. The organizational structure of the course institution management. e. List the names of the teachers where the course is located. f. Curriculum vitae of the leader of the course institution. g. Curriculum vitae of teachers. h. Photocopy of the last diploma of the course leader. i. Photocopy of the last diploma of the teacher. j. List of facilities and infrastructure owned by the course. k. Photocopy of the curriculum used or syllabus which will be taught to course participants. l. Rules and all the rules owned by the course. m. 2 pieces of 3x4 size photo of the leader. n. Photocopy of ID card of the leader, secretary, treasurer of the course. o. A map of the location or map of the course. p. Certificate of domicile. As well as the inhibiting factors that cause obstacles in the licensing of a course place are: a. Ability factor b. The quality factor of the apparatus resources c. Working conditions.
