Abstract

This study examines the smart city development strategy in Pekanbaru City. This study aims to determine the application of the Smart City concept in Pekanbaru City and what are the obstacles in developing a Smart City in Pekanbaru City. This type of research located in Pekanbaru City is descriptive with qualitative methods, namely research that seeks to describe the object or subject under study as it is, as well as explain the variables and indicators. The results of research on smart city development strategies in Pekanbaru City were analyzed through 2 indicators, namely smart governance and smart mobility. The data analysis technique used is Rudolf Giffinger's theory. Based on this analysis technique, the researchers assessed and concluded that the smart city development strategy had not been implemented properly considering that the Smart City concept was still developing in the process of developing and managing the city in Pekanbaru City, with facts on the ground it was known that the socialization of the Smart City that had not yet been implemented. equitable distribution, inadequate infrastructure, lack of understanding of the apparatus regarding Smart Cities and an incomplete operational system. There are several inhibiting factors in the development of smart cities, namely the lack of government awareness to socialize the smart city concept and the role of the community to understand the smart city concept has not been fulfilled
