Abstract

According to Perwako Pekanbaru Nomor 100 Tahun 2015 Tentang Penataan Dan Pemberdayaan Pedagang Kaki Lima, one of the agencies involved in structuring and empowering street vendors in Pekanbaru City is Disperindag Kota Pekanbaru. Based on the background in this study, the formulation of the problem is how the role of the Pekanbaru City Trade and Industry Office in structuring and empowering street vendors who sell in the Pasar Rakyat, Wisata Dan Budaya Kecamatan Lima Puluh Kota Pekanbaru and what are the inhibiting factors experienced by the Trade Office And Pekanbaru City Industry in structuring and empowering street vendors who sell at the Pasar Rakyat, Wisata Dan Budaya Kecamatan Lima Puluh Kota Pekanbaru. In this study, the author uses a descriptive type of research with a qualitative approach. The inhibiting factor in the role of structuring and empowering street vendors who sell in the Pasar Rakyat, Wisata Dan Budaya Kecamatan Lima Puluh Kota Pekanbaru by the Pekanbaru City Trade and Industry Office is a factor of weak supervision by both DPRD, bureaucratic structure and weak community participation in supervising the existence of illegal street vendors and not the existence of complaints facilities provided by the City Government so that it has an impact on the breakdown of communication between the government and the community.
