Abstract

The rapid conversion of agricultural land from plantations that is currently underway is the cause of various phenomena of agricultural problems faced by Siak Regency which have an impact on food security problems and are very urgent problems to be addressed. This study aims to determine the role and obstacles of the Siak Regency Government in creating Village Food Barns to improve Farmers' Welfare. This type of research is qualitative research according to the problems found by the author and this research was conducted in Siak Regency. The conclusion is that the Siak Regency government has carried out its role in efforts to improve the welfare of farmers, various programs have been created for their welfare, and there are several areas in Siak Regency that have been successful with village food storage. Obstacles in the role of the Siak Regency government in the welfare of farmers through increasing welfare through the creation of village food storages are that there are several actions from the government which are indicated to be only limited to conditions that direct their role in their position by creating village food storages. therefore the researcher provides suggestions that the government or agencies that help the Siak Regency government better understand the philosophical meaning of efforts to increase the welfare of farmers through programs, especially the village food storage program. It is better if all actors involved, both from the private sector and higher education, must understand the meaning of cooperation before it is actually passed on to the community.
