Abstract

This research departs from the low discipline of the State Civil Apparatus in the Regional Representative Council of Pekanbaru City, so that it cannot realize good governance in terms of attendance discipline. This study aims to raise awareness of the importance of attendance discipline for the State Civil Apparatus as state administrators. So, to form a State Civil Apparatus that adheres to discipline, Government Regulation Number 11 of 2017 concerning Management of Civil Servants was formed. There are 2 (two) main problems that the researchers raised in this study, namely First, how to implement the discipline of the State Civil Apparatus in the secretariat of the Regional People's Representative Council of Pekanbaru City, seen from Government Regulation Number 11 of 2017 concerning Civil Servant Management, and Second, efforts what has been done by the Regional Representative Council Secretariat of Pekanbaru City to state civil servants who violate discipline. This research method is descriptive, namely by describing or telling a phenomenon and facts that occur related to the implementation of the discipline of the State Civil Apparatus in the secretariat of the Regional People's Representative Council of Pekanbaru City. While the type of this research is observational research where the researcher looks directly at the object being studied using data collection tools in the form of interviews and questionnaires. The results showed that the implementation of discipline in the secretariat of the Regional People's Representative Council of Pekanbaru City was still very far from what was expected, many civil servants were found who violated working hours such as arriving late, or found empty rooms when working hours started. The secretariat's efforts against employees who violate discipline cannot cause a deterrent effect, because all of this is limited to an oral warning, and there is no direct control over employees who change their working hours if they are late on the same day, so the rules for changing working hours on the same day are often abused by employees of the state civil apparatus.
