Abstract

Consumer protection for beef that is traded in the market is the duty of the government and the public to avoid consuming non-halal beef. Therefore, regulations that regulate such as Law Number 33 of 2014 concerning Guarantees for Halal Products must be properly implemented so that no more consumers feel disadvantaged. The problems in this study are first, how is the legal protection for the community as consumers of halal guarantees for beef cattle based on Law Number 33 of 2014 concerning Guarantees for Halal Products (a case study of the Pekanbaru City Kodim market). Second, what are the obstacles in implementing halal certification for beef cattle products based on Law Number 33 of 2014 concerning Guarantees for Halal Products (a case study at the Pekanbaru City Kodim market). The research method that the author uses is a type of empirical sociological research method, namely the type of research conducted in a non-doctrinal way or a survey carried out directly to the research site. The nature of this research is analytical descriptive, then the data used uses interview data and questionnaires. In drawing conclusions the author uses the method of inductive thinking, namely a statement that is general into a statement that is specific. The results of the study show that consumer protection for halal beef cattle product guarantees can be seen from the consumer aspect, that the government has provided legal protection to buyers with regulations that require producers to have halal certificates, when viewed from the trader's perspective, beef cattle traders must have halal certificates. and it is recommended to sell beef cattle that are purchased directly from RPH whose halal status is guaranteed. And finally, seen from the aspect of slaughterhouses, which are required to have a halal certificate and permission to slaughter cattle from the Pekanbaru Ministry of Religion. Obstacles in the implementation of halal certification for beef cattle products at the Pekanbaru Kodim Market can also be seen from several aspects, namely: from the consumer aspect, consumers of beef cattle still do not know their own rights so that it becomes an obstacle to the implementation of halal certification for beef cattle products. From the merchant aspect, it can be seen that there are still many rogue traders who do not want to follow the regulations made by the government, especially to find out whether traders have halal certificates or not. And from the aspect (RPH) there are several inhibiting factors in implementing halal certification procedures, namely factors from the law itself, expert factors, lack of entrepreneur awareness of the importance of halal certification, lack of legal socialization, and factors from related law enforcement.
