Abstract
This study aims to describe and analyze the performance of the regional regulation forming body at the Regional Representative Council of Bengkalis Regency in exercising the right to propose draft regional regulations. In accordance with the regional representative council regulation of Bengkalis Regency Number 1 of 2019 concerning the rules of the Bengkalis district regional representative council CHAPTER 1, article 1 general provisions point 13, the Regional Regulation Forming Body, hereinafter referred to as Bapemperda, is a permanent DPRD accessory that specifically handles the field of regulation area. The author sees that there are several problems with the low level of the Bengkalis Regency DPRD in using the initiative right to draft regional regulations. This encourages researchers to explain and analyze further in academic studies about this phenomenon in the form of a thesis scientific work. In this study, researchers refer to relevant theories to answer every fundamental problem of implementing the functions of the Regional Regulation Formation Agency in exercising the right to propose draft regional regulations. The theory used in this research is according to Russel and Bernadin regarding performance. The type of research used is qualitative research and uses processed data related to the research being conducted. This qualitative approach is defined as a research procedure that produces descriptive data in the form of written or spoken words of people and observable behavior. The data collected in this study uses more secondary data, otherwise primary data is needed to complement/support the analysis of the secondary data that has been obtained. Primary data were obtained from interviews with informants who were competent in answering this problem. Inhibiting factors or obstacles to the author's analysis through indicators, quality, quantity, effectiveness, integrity and responsibility.
