Abstract

The implementation of education and training during the Covid 19 pandemic was carried out in an e-learning manner, but the implementation was not optimal, due to the lack of seriousness and enthusiasm of the participants in participating in the training. Many education and training activities were converted due to budget constraints and the budget that should have been used for the implementation of education and training was converted in handling Covid 19. The research objective was to find out and analyze the Effectiveness of Employee Education and Training during the Covid 19 Pandemic at the Rokan Hulu Regency Personnel, Education and Training Agency by using indicators of adaptability, work performance and job satisfaction. This study used a qualitative approach. The informants in this study totaled 5 people with the Head of BKPP as the key informant. Data collection techniques by interviews and data analysis using the website developed by Miles Huberman. Based on the results of the research, it can be concluded that the Effectiveness of the Implementation of Employee Education and Training During the Covid 19 Pandemic by the Rokan Hulu Regency Personnel, Education and Training Agency can be concluded as not effective, and needs to be improved, especially on indicators of adaptability, work performance and job satisfaction . The inhibiting factors in this study were the limited ability of employees to use IT, while during the implementation of education and training during the Covid pandemic, they were required to implement learning using the e-learning system. The suggestion that the author conveys in this study is that employees are expected to be serious about participating in training, considering that not all employees have an educational background that is appropriate to their field of work, so training can increase employee knowledge of their work so as to improve employee performance. It is hoped that the leadership will re-optimize the budget in the implementation of education and training given the importance of implementing training for employees in supporting employee performance.
