Abstract
are increasingly severe, demanding good village government capacity. Kepenghuluan owned Enterprises (BUMKEp) is one of the Business Entities that is formed and run in the kepenghuluan Government in order to increase the independence of the Kepenghuluan Governmen. The formation of this kepenghuluan Business Entity is based on the potential of the Kepenghuluan and the problem that arise in the kepenghuluan . the emergence of this Kepenghuluan -Owned Enterprise (BUMKep) requires good capacity of the Kepenghuluan Government in managing and suvervising these Kepenghuluan-Owned Enterprises. The Purpose of this research is to find out and explain the capacity of the Kepenghuluan Government in supervising the Kepenghuluan-Owned Enterprises (BUMKep) in Kepenghuluan Harapan Jaya, as Well as to find out the inhibiting factors of the Kepenghuluan Government in supervising the Kepenghuluan-Owned EnterPrises (BUMKep) in Kepenghuluan Harapan Jaya. The Results of this research are expected to provide the following benefit: contribution of thoughts in order to develop knowledge, specially in the field of governance as well as provide input for the Kepenghuluan Government in supervising BUMKep at Kepenghuluan Harapan Jaya. Based on the research conducted, is was found that the Capacity of the Harapan Jaya Kepenghuluan Government in Supervising Kepenghuluan Enterprises (BUMKep) in Harapan Jaya Kepenghuluan Government in Supervising Kepenghuluan Enterprises (BUMKep) in Harapan Jaya Kepenghuluan has not run optimally, this is due to weak administrative, aspirational and participatory sub-indicators. The author suggests to the Kepenghuluan government and BUMKep management that every supervisory activity should be properly and completely documented, as well as the Kepenghuluan Government to listen more to the aspirations of the community and involve community elements in BUMkep Suvervision at Kepenghuluan Harapan Jaya.
