Abstract

This study aims to determine the Implementation of Public Ordering Policies by the Civil Service Police Unit in Dumai City, the implementation is still experiencing several problems, especially in the presence of Street Vendors (PKL) who tend to disturb public order and the beauty of the city. Street vendors are like sugar and ants, which means that wherever there is a crowd, there must be street vendors. As a result of the many street vendors selling on the roads, apart from making the Pasar Bundaran area seem dirty and chaotic because it is not well organized and tidy it also results in unavoidable traffic jams around the Pasar Bundaran area, where researchers use the theory from Edward III in examining existing phenomena where the indicators are, Communication, Resources, Disposition, and Bureaucratic Structure. This research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as the Head of the Civil Service Police Unit, Head of the Civil Service Police Unit's Apparatus Resources Division, Head of the Tibum and Tranmas Division of the Civil Service Police Unit, Head of the Tibum Operations and Control Section. and Tranmas Civil Service Police Unit of Dumai City, Market Management, Street Vendors. The results of the study show that the implementation of the policy of implementing public order by the Civil Service Police Unit in Dumai City has not been successful, considering that the implementation of public order enforcement, especially controlling street vendors in the Roundabout Market area which takes the shoulder of the road to sell, still does not look serious because it is based on rules or policies such as regulations. Dumai City Area Number 12 of 2002 Concerning Public Order and explaining that it has not been socialized thoroughly to the community, especially people who trade on the shoulder of the road. Where based on indicators from the theory that researchers use such as communication in policing or communication when policing is quite good, however communication for long-term settlement has not yet obtained the desired results, and also on resource indicators where facilities from the Civil Service Police Unit are also still minimal, this is still far from what was expected when the other peace and order tasks that had to be carried out by the civil service police unit of Dumai city simultaneously, as well as the facilities that the government had not provided to the street vendors selling on the Imam Munandar roadside had yet to get an agreement.
