Abstract
Public service is an activity to fulfill basic needs in accordance with the basic rights of every citizen and resident to goods, services and or administrative services provided by service providers related to public interests. Services must be completed within the time specified by the service delivery unit and clear information regarding the requirements for obtaining these services with service procedures that are easy to understand, not complicated and there is a need for certainty on service costs. Saber mempro is an innovation breakthrough from the Pelalawan Regency Population and Civil Registration Office, the low coverage of Birth Certificates is one of the reasons for the establishment of this innovation. This innovation runs through cooperation agreements with midwives, clinics and innovation hospitals with the aim of increasing birth certificate coverage. The purpose of this study was to analyze the effectiveness of Innovation Saber Mempro (One File Minimum of Four Products) at the Department of Population and Civil Registration in Pelalawan Regency, Riau Province. This research method is a descriptive method with qualitative data analysis. The results of the research on the effectiveness of Innovation Saber Mempro in this study are that from all indicators it can be seen that the Saber Mempro innovation has not been fully implemented effectively as one of the innovations that provide benefits to the community through Midwives, Clinics and Hospitals who have collaborated with the District Population and Civil Registration Service Pelalawan. Because there is 1 (one) indicator that does not meet the criteria of effectiveness based on theory. Lack of facilities and infrastructure such as laptops and operational cars. In this case, laptops are used to support operators in carrying out their work optimally and operational cars are used to deliver completed files.
