Abstract

The Family Hope Program (PKH) is one of the government's efforts to improve the quality of Indonesia's human resources by improving basic services to the community through a conditional subsidy program. The Family Hope Program (PKH) is a program of providing conditional social assistance to poor and vulnerable families and/or someone who is registered in the integrated data of the poor handling program, processed by the Center for Social Welfare Data and Information and designated as PKH beneficiary families. The purpose of this study was to determine and analyze the Effectiveness of the Family Hope Program (PKH) in Improving the Quality of Human Resources (HR) in Tanah Putih District, Rokan Hilir Regency. The research method used in this study is a qualitative method. Based on the results of the research conducted, it is known that the timing of the implementation of the PKH program in Rokan Hilir Regency is not in accordance with the time stipulated by the Ministry of Social Affairs. So that researchers assess the PKH program in Rokan Hilir Regency is not running well. In calculating the cost of assistance distributed to the community, there are still errors, this can be seen from the amount of assistance received by the community that is not in accordance with the group or category that the community belongs to. The accuracy of the measurements, both the village government and PKH assistants, has not been completely straight in choosing people who are entitled to receive PKH assistance, this can be seen from there are still people who have a fairly good economic status but are given PKH assistance so that the existing PKH program is still considered not right on target and not in accordance with the objectives of the existing PKH program. In determining the choice of all aspects of program implementation, starting from the village head, PKH assistants and the Social Service, they do not really understand what categories of people are entitled to receive PKH assistance in Tanah Putih District, Rokan Hilir Regency. The implementation of the PKH program in Tanah Putih District, Rokan Hilir Regency, there is still no planning or preparation of steps in the distribution of PKH assistance. The goals of PKH have not been achieved properly because the implementation of the PKH program is not well targeted. In the implementation of the PKH program, the distribution of assistance has not been right on target, this can be seen from the fact that there are still people who have a fairly good economy who receive PKH assistance in Tanah Putih District, Rokan Hilir Regency.
