Abstract
Compared to national production, Kuala Cenaku District still has low land rice productivity. Given the ineffective operation of the agribusiness system, the low productivity of lowland rice in the Kuala Cenaku District must be studied, beginning with the subsystems of production facilities, farming, processing (agroindustry), and marketing. This research aims to analyze (1) Farm profiles and characteristics of lowland rice farmers, agroindustry participants, and traders., (2) Subsystem Provision of production means, (3) Farming Subsystem, (4) Agroindustry Subsystem (product processing), (5) Marketing Subsystem and (6) Policy implications. The method of research is a survey technique. The research site is located in the Kuala Cenaku District of the Indragira Hulu. The research was conducted between February and June of 2022. Participants in this research included farmers, entrepreneurs (Rice Milling), and traders. The Multi-Stage Sampling technique was utilized to sample farmers. The results indicated that the upstream-to-downstream components of the lowland rice agribusiness system needed to be properly linked.1) Old age and poor levels of education are prevalent among farmers. 2) The subsystem that provides seed production facilities is flawed in terms of time, cost, and quantity. In terms of price and quantity, the production facilities for fertilizer are insufficient. 3) Subsystem The average field area of a farmer is 1.47 Ha, the average usage of seeds is still extravagant, and the average use of fertilizers is still inadequate. The utilization of labour is performed by nonfamily relations (TKLK). With a net revenue of Rp.15,006.675 Ha/MT and an RCR Efficiency of 2.09 Ha/MT, lowland rice cultivation in Kuala Cenaku District is economically viable. 4) Agroindustry subsystem (product processing) Due to the inability of raw material availability to match input parameters, Rice Milling entrepreneurs must invest a substantial amount of capital in acquiring raw materials. 5) The lowland rice marketing subsystem in the Kuala Cenaku District consists of farmers - Rice Milling - retailers - consumers, with a marketing efficiency of 15.85% and a farmer's share of 69.44 %. From the marketing flow of lowland rice in Kuala Cenaku District, Rice Milling entrepreneurs get bigger profits than farmers and traders (6). The Kuala Cenaku District's lowland rice agribusiness system is performing well, but the policy consequences of that performance still need to be fully implemented.
