Abstract

The unemployment rate in the city of Pekanbaru every year has increased and decreased. To overcome the problem of unemployment, the Manpower Office of Pekanbaru City seeks to reduce the number of unemployed by creating and implementing employment programs that aim to increase job opportunities targeting job seekers. In this employment program, the Department of Manpower carries out activities or strategies that support the implementation of this program. Thus, the Pekanbaru City Manpower Office as a provider of labor market facilities and information can continue to improve the quality of its services through employment program activities. It is hoped that through the implementation of the employment program, it can absorb a lot of workers and overcome the problem of unemployment in Pekanbaru City. The purpose of this study is to analyze the strategy of the Pekanbaru City Manpower Office in providing a productive workforce and its obstacles. The methods used are descriptive and qualitative methods; The informants in this study were the Head of the Pekanbaru City Manpower Office, the Head of the Sub-Division of Development, Placement and Expansion of Job Opportunities, the Head of Productivity Development and Training and Job Seekers (unemployed). Data collection techniques are observation and interviews. The results of the study were that the Pekanbaru City Manpower Service gave a response that was carried out, because they felt the existence of these activities and programs, in contrast to people who did not participate in the activities and programs they gave a fairly implemented response because they did not really feel the positive impact of the activities and programs carried out by the Office Pekanbaru City Manpower.
