Abstract

In the beginning, zakat was seen as a law of a diyani nature, which did not require power to implement it. This service goes with the awareness and conviction of Muslims. But after the Prophet SAW migrated to Medina, Allah SWT arranged in detail about the zakat worship which in its implementation the Prophet also appointed several zakat collection of icers. This shows that after the hijrah, the zakat worship is no longer merely conscious, but also has involved a government led by the Prophet SAW to regulate it. This means that zakat for the present is both diyani and qadha'i. The meaning is the worship of zakat can run well at the time of the Prophet through the awareness of Muslims and the seriousness of the Prophet in guarding the implementation of zakat worship. The data shows that the potential for zakat in Indonesia is very large. A study of the potential for zakat in Indonesia conducted by BAZNAS in collaboration with the Bogor Agriculture Institute on the basis of GDP (Gross Domestic Product) 2010 is Rp. 217 trillion. If explored by taking into account national economic growth in the years thereafter the potential in 2015 reached Rp.286 trillion. While the collection of national zakat in 2015 is estimated at only around Rp. 4 Trillion or 1.4% of its potential. This shows a very extraordinary benefit for Muslims in particular and the Indonesian people in general but unfortunately the total collection of zakat is still low. While the potential for zakat in Riau Province as a whole can reach Rp. 1.8 trillion per year. But the realization for Baznas and LAZ in Riau Province in 2019 yesterday could only collect 100 billion. This research focuses on zakat management in Riau Province. This research is normative legal research is research based on library research in order to obtain secondary data in the field of law, a library research in the form of qualitative research with a statute approach that inventory legal materials (collecting, classifying and clarifying) in order to synchronize the implementation of zakat management in Riau Province. The results of this study are the management of zakat in Riau Province in its implementation experiencing problems, with several factors af ecting the development of its management, namely normative and social factors. So for the realization of an ideal concept in the management of zakat both in the collection, distribution and utilization with direct involvement of the government becomes a necessity to prioritize the concept of maslahah by
