Abstract

This study aims to determine the capacity building of the Indragiri Hilir Regency Department of Environment and Hygiene in Waste Management in Tembilahan City, and to determine the inhibiting factors for the Indragiri Hilir Regency Department of Environment and Hygiene Capacity Building in Waste Management in Tembilahan City. The method used is descriptive method with a qualitative approach. The collection was done by interview, observation and documentation techniques. The research informants consisted of a Head of Service, Head of Cleanliness, and the Tembilahan District Head and 2 residents of the Tembilahan District. Data analysis was performed using qualitative analysis. The results of this study concluded that the capacity building of the Indragiri Hilir Regency Environmental and Sanitation Service in Waste Management in Tembilahan City had not been carried out properly, which can be seen from the efforts made by the Indragiri Hilir Regency Environmental and Sanitation Service in terms of increasing the ability in organizational aspects, networking and the organizational environment have been implemented quite well, but in terms of increasing the ability of human resources it has not been implemented properly. As for the inhibiting factors that become obstacles for the Environment and Sanitation Service to be able to develop the capacity or ability of agencies, especially in terms of waste management in Tembilahan City, namely the factors of facilities and infrastructure, human resources and the low understanding and participation of the community in waste management.
