Abstract
Holding elections from year to year is inseparable from the various problems that exist in it, one of which is related to the unprofessionalism of election organizers in carrying out their duties, functions and authorities. Administrative violations handled by Bawaslu are then forwarded to the KPU, while criminal violations are forwarded to the Gakumdu center. In general, the obstacles faced by the KPU in holding elections are divided into two, namely juridical and non-juridical obstacles. Juridical obstacles in elections related to regulations and non-juridical obstacles related to obstacles directly faced in the field The Inhu Inhu Bawaslu recommendation was not implemented to the KPU for violations that have been found. The problem in this thesis is how the General Election Commission (KPU) implements its authority in following up on Bawaslu recommendations in the 2020 simultaneous regional elections in Indragiri Hulu Regency, Riau Province and what are the inhibiting factors in implementing the authority of the General Election Commission (KPU) in following up the Bawaslu recommendations in simultaneous local elections 2020 in Indragiri Hulu Regency, Riau Province. The method used in this research is writing sociological law (Non-Doctrinal research) by conducting surveys and the data obtained directly goes into the field to obtain data by means of interviews. This research was directly conducted on the Coordinator of the Legal and Supervision Division of the Indragiri Hulu Regency KPU, the Head of the Legal, Public Relations, Data and Information Division of the Indragiri Hulu Regency Bawaslu as well as the reporter and the reported party. seen from the point of view of the nature of this research is descriptive analytical. The results showed that the implementation of the Indragiri Hulu Regency KPU's authority in withdrawing the recommendations of the Indragiri Hulu Regency Bawaslu for the implementation of the 2020 local elections had not run optimally. The obstacles faced by the Indragiri Hulu Regency KPU included a lack of coordination between the KPU and Bawaslu Inhu institutions and the time restrictions stipulated in the Law for KPU immediately provide the Bawaslu recommendation. As a result, the Bawaslu recommendation letter was not followed up by the KPU Inhu, which resulted in no legal sanctions being applied to the violations that occurred. From a regulatory point of view, there is legal recovery or the absence of statutory regulations governing the legal status of recommendations that are not acted upon by the KPU Inhu. As election organizers who have the authority to review reports or allegations of alleged regional election violations. If an administrative violation occurs, the Bawaslu recommends that KPU Inhu be subject to administrative sanctions against the violator, whereas if the report contains elements of a criminal violation, the Bawaslu will forward it to the police as part of Gakkumdu. Bawaslu can also prosecute KPU members who do not submit a report or Bawaslu recommendation.
