Abstract

The purpose of establishing a Garbage Bank is not actually a Garbage Bank itself, because basically the waste bank program aims to build public awareness of waste with a more different perspective so that people seem more friends with waste. The objective of this research is to determine the level of public awareness of the waste problem as measured by the level of community participation in waste management activities at the Main Bukit Hijau Berlian waste bank and its obstacles. The method used is descriptive and qualitative methods; The informants in this study were the Head of the Pekanbaru City Environment and Sanitation Service, the Head of the Handsome District, Rt and Rw and the people of the Handsome District. Observation and interview data collection techniques. The results of the study are community empowerment in waste management through the waste bank program by the Pekanbaru City Environment and Sanitation Service, which has been carried out although it has not been maximized. This can be seen from the implementation of outreach and outreach to the community and the coordination between the DLHK and the sub-district and village administrations. However, in empowering the community in waste management through the waste bank program by the Pekanbaru City Environment and Sanitation Service, there were also several inhibiting factors that caused the implementation to not run optimally. These factors are the lack of facilities and infrastructure to support work, the minimum available budget, the lack of personnel and the lack of understanding and knowledge of personnel. In addition, there are also inhibiting factors that come from the poor mental attitude of the community, namely the lack of public awareness in maintaining cleanliness.
