Abstract

COVID-19 Cash Social Assistance is assistance in the form of money and is given to poor, underprivileged, and vulnerable families affected by the Corona Virus Disease 2019 (COVID-19) outbreak. The purpose of this study was to determine the effectiveness of the cash social assistance program in Masda Makmur Village and to determine the inhibiting factors in the implementation of the Cash Social Assistance program in Masda Makmur Village. The theory used in this study is the Matland Matrix theory in Yuliato Kadji (2015: 78-80) which has 4 points that need to be met in terms of the effectiveness of policy implementation, namely: Right Policy, Right Implementation, Right Target/Target, and Right Process. In this study the authors used qualitative methods with data collection techniques in the form of interviews, documentation, and observation. The results of this study indicate that the effectiveness of COVID-19 cash social assistance in Masda Makmur Village, Rambah Samo District, Rokan Hulu Regency has not been seen from the 4 right indicators (right policy, right implementation, right target, and right process) has not been effective. The inhibiting factors in this study were data validation and the lack of village officials in disseminating this social assistance program.
