Abstract

Licensing is the most important part to start any form of activity in today's business world. Permits are also one of the elements used for legal protection and rights to ownership or implementation of activities. Without a permit, various kinds of problems will arise which can disrupt order and regulation of life in society. Administrative services as referred to in Government Regulation Number 96 of 2012 concerning Implementation of Law Number 25 of 2009 concerning Public Services include government administrative actions and administrative actions by non-government agencies that are required by and regulated in laws and regulations. Administrative actions by government agencies are carried out in the form of document provision services in the form of licensing and non-licensing. The research that the author is conducting determines the main problem, namely, How is the Implementation of Licensing One-Stop System Services in Dumai City in 2021, and Is the Implementation of Licensing One-Stop System Services in Dumai City in 2021 Effective and Efficient. The research method used in this study is observational research which is descriptive in nature with data collection tools namely interviews and questionnaires. The reason for the author taking this research method is so that he can assess the Implementation of Licensing One-Stop System Services in the City of Dumai in 2021. The results of this study explain the Implementation of Licensing One-Stop System Services in Dumai City in 2021, the mechanism for licensing services and implementation of service standards, which include: simplicity, clarity, time certainty, accuracy, security, responsibility, completeness of facilities and infrastructure, convenience access, discipline, friendliness and courtesy, and comfort. Experiencing improvements in a more positive direction through the implementation of a one-stop integrated licensing service system, although there are still some complaints from the public regarding delays in the schedule for picking up permits. Then the Implementation of Licensing One Stop System Services in Dumai City in 2021 Has Been Effective and Efficient, from the responses of the people who take care of licensing there it has much better effectiveness than before and has a fairly short time efficiency, although there is still a shortage of human resources and existing systems . The community also appreciates the changes that have taken place at the Dumai City Investment and One-Stop Services Office.
