Abstract

This research is focused on the capability of the local government of Pekanbaru City in implementing Smart City Madani. With the formulation of the problem, namely how is the capability of the Pekanbaru City government in implementing Smart City Madani. Based on the above background, this study aims to determine the capabilities of the local government of Pekanbaru City in implementing Smart City Madani and to determine the inhibiting factors in implementing the capabilities of the local government of Pekanbaru City in implementing Smart City Madani. This research method is qualitative, while the research discussion method uses descriptive methods by prioritizing interviews, observations and documentation as data collection tools. This study uses the theory of capability according to Kusumasari (2014:48) in terms of institutional indicators, human resources, finance, technical and leadership capabilities. The results of the research in the field show that in the application of Smart City Madani in Pekanbaru City, this is due to various factors that inhibit the Pekanbaru City government in implementing Smart City Madani, namely the lack of government socialization to the community, the lack of budget funds to support existing programs, human resources owned inadequate and inadequate skills, lack of ability of the city government in controlling night entertainment. In this study the authors conclude that the ability of the Pekanbaru City government to the vision of Pekanbaru City as a Smart City Madani is still not optimal. However, the Pekanbaru City government should have the ability and make wise decisions regarding night entertainment venues so that the implementation of Smart City Madani runs well.
