Abstract
The government together with the DPR-RI ratified Law Number 6 of 2014 concerning Villages, in this Law the village government has the authority to administer village governance, implementation of development, community development, and community empowerment. To be able to carry out government and development, the village government receives funding from the APBN and the provincial/district APBD called the Village Fund. With village funds, it is expected that the performance of the village government, especially Kemuning Muda Village, can meet the basic needs of governance, development and community independence. This study aims to identify the effectiveness and barriers to the Kemuning Muda village government's maximum effectiveness in managing village funds. This type of research is carried out by descriptive survey with qualitative method. The informants in collecting research data consisted of the Village Head, Head of Finance, Head of Development Head, Head of BPD, Head of RT, Head of RW, and village communities. Data collection techniques are more on participatory observation and in-depth interviews. The results of the study can be concluded that the performance of the village government of Kemuning Muda in managing village funds has not been maximized due to inefficient and unproductive management, not carried out with good administrative principles, and inconsistent policies and services produced. The inhibiting factors are the lack of managerial and organizational skills, the lack of synchronization between the village head and village officials and the inconsistent policies and services.
