Abstract

The purpose of this study was to evaluate head village duty on infrastructure development at Kampung Tualang Tualang District Siak Regency. This research method is qualitative used interviews with selected informants. The results showed that: 1) Evaluation of the implementation of infrastructure development, especially road cementization in Tualang Jaya, was not fully optimal. In terms of effectiveness, this development is expected to improve the smoothness of transportation, but there is no formation of a development conservation group. In terms of efficiency, the cementing of this road cost a Village Fund of Rp. 58,653,536 with the realization of P 60m x L 3m x H 0,15m and the work took 8 days so it is said to be efficient. In terms of adequacy, the construction of this road does not create opportunities for developing the economic potential of the surrounding community due to the damaged road, so many people prefer other alternative roads. In terms of leveling, this development is felt to be unfair considering the overlapping cementization systems, while there are still many damaged dirt roads in other areas that should be prioritized. In terms of responsiveness, the Tualang Village government has involved elements of the community and community groups during deliberation. In terms of accuracy, it is considered right on target. However, it is necessary to re-examine some of the activities that have not been implemented yet must be disseminated by the Village Head to the community through the sub head village as a whole. 2) Obstacles to the implementation of infrastructure development in Tualang Village are the lack of technical guidance by the village head (penghulu) as the coach for each of the Activity Implementation Teams (TPK) for road cementing development and also the low community participation in village development.
