Abstract

This study aims to determine the implementation of the Wastewater Treatment Installation (IPAL) Development Policy for the Pekanbaru City Community and the inhibiting factors for the implementation as a result of the Pekanbaru City WWTP construction in Sukajadi District. The indicators used in this thesis include Communication, Resources, Disposition (attitude), and Bureaucratic Structure. This research was conducted at the Department of Public Works and Spatial Planning Pekanbaru City, using qualitative descriptive research methods. Collecting data using observation, interview and documentation techniques. The results of this study indicate that the implementation of the Policy for the Development of Wastewater Treatment Plants (IPAL) for the people of Pekanbaru City can be said to be very lacking in its implementation of the impacts caused by the construction of the Wastewater Treatment Plant (IPAL) in Sukajadi District. But in terms of the policy, it can be said to be effective because the policy is really needed for the city of Pekanbaru, for the implementation of the policy has been running and is almost complete, even though there are obstacles during development, but the government will still do its best until the development can be operated by the local community.
